The Avudraham brings from a Pesikta: until the 17th of Tammuz the haftaros leined on Shabbos have similarities to the parshiyos. After the 17th of Tammuz the haftaros are according to the time and what happened then. There are three haftaros of פורעניות and 7 of nechama, and 2 of תיובתא (returning). The three weeks of bein hamitzarim have the three of פורעניות, and from Parshas Ve’eschanan starts the 7 of nechama. During Aseres Yemai Teshuva are the two of תיובתא.
Although generally when Rosh Chodesh falls out on Shabbos or Sunday we read the haftorah of Rosh Chodosh or machar chodesh, during these weeks we don’t change.
The Avudraham explains that the the sheva d’nechemta are connected as follows: First in נחמו נחמו עמי, Hashem tells the nevi’im that “My nation, Klal Yisroel should have a nechama” after the churban. In the next week’s haftarah Knesses Yisroel answers, “Hashem left me” as if to say “we are not consoled or appeased by the consolement of the nevi’im.” The next week we ask Hashem (through the navi) “awaken us, dress us with the power of Hashem’s strength, and arouse us as the days of earlier times.” Or, in some places which read עניה סוערה לא נחמה, the nevi’im are saying back to Hashem that Bnei Yisroel are not consoled with our consolement. In the following week’s haftorah Hashem says, “I Myself will console you.” Afterwards, “rejoice the barren one who has no children.” And again the next week, “Hashem commands the light to shine and glory of Hashem to be revealed. Lastly, Klal Yisroel says, “Now I will be happy and rejoice because He clothed me with special clothes.”
The Gemara says: one who says the pesukim about the olah, it is as if he brought the korban olah. This is because he has a desire to fulfill this as soon as he can. Therefore it is as if he brought the olah. This brings the ha’ara and kedusha of the korbanos. So too, when we desire the rebuilding of the Beis HaMikdash and closeness to Hashem, Hashem sends us the ha’arah of the rebuilding of the Beis HaMikdash.
